The language of the guide is not strong enough on engaging with Indigenous communities. This makes the difference between the suggestion of optional and mandatory
Indigenous communities must be involved in reviewing and conducting the heritage assessment work.
There is no guidance on how to engage with Indigenous communities and at what stage engagement is to begin it should not open to interpretation of the ministries
Indigenous communities should always be consulted at the beginning of a project and on there own terms. There is a difference between engagement and consultation.
