This Toxics Reduction Act should NOT be repealed.
Being required to report publicly of their use of toxic substances provides industry with a powerful motive to clean up their act and use as few toxic substances as possible. Requiring industry to actually produce a plan to reduce their use of toxic substances and review it annually increases the probability that they will take concrete steps to achieve that reduction.
The Federal Chemical Management plan does not include equivalent measures that require industry to take responsibility for reducing their use of toxic chemicals and to inform the public of what companies are doing to reduce their use of toxic substances.
Reducing use of toxic substances is more effective in preventing toxic substances escaping into the environment than prescribing methods of handling and disposing of toxic waste. What is not used in the first place is not present to escape into the environment
