As per report PD-022-19, approved by West Lincoln Planning Committee, please find below the Township's comments on the proposed changes:
1. How would a municipality (Smithville specifically) be able to potentially expand its Settlement Boundary outside of the Municipal Comprehensive Review process without altering the agricultural land base mapping? Any adjustment to the Boundary line will result in an encroachment into agricultural lands and Natural Heritage System lands, which are not permitted to be altered outside of the MCR process.
2. How often is an expansion under 40 hectares permitted; would it be permitted to occur once every year or once between every MCR process?
3. When adjusting the boundary of a rural settlement, what is considered a “minor rounding out”? Will it be required that all new lands added must be taken out elsewhere within the rural Settlement Area?
