Consider implementing change in section 11 subsection 6, which states: "The Minister shall not publish a notice under subsection (5) in respect of a species if he or she is of the opinion that a delay in the preparation of the strategy will jeopardize the survival or recovery of the species in Ontario. 2007, c. 6, s. 11 (6)." Instead of relying on the opinion of the minister for delaying the implementation of a protection plan, there should be definitive evidence brought forth by the minister to ensure the species is not in jeopardy of surviving or recovering.
