I support the effort to provide a gradient to the density targets for greenfield developments in communities, as a means to contribute to complete communities while maintaining the existing character of each municipality. However, the proposed minimum targets ranging from 40 to 60 residents and jobs combined per hectare, reduced from 80 residents and jobs combined per hectare, is of concern in that the target range may miss the mark for achieving smart growth and complete communities. To make efficient use of infrastructure investments by optimizing use of new and planned infrastructure (including but not limited to water and sewer systems, roads, and transit) and ensure sufficient land supply to meet population forecasts within these planned growth areas, I would recommend that the approach, i.e. groupings of municipalities shown in proposed section 2.7.2.2. a., b., & c., continue, however the range of minimum density targets should be 80, 70, and 60, respectively.
