The OMB was widely and justifiably criticized for its complete disregard for the official Toronto City plan, the recommendations of City planners and zoning by-laws. The OMB almost invariably approved development proposals irrespective of their impacts on affected communities. It was a David and Goliath situation with well heeled, self-interested developers and their lawyers against local residents associations funded by memberships and donations.
The LPAT system was meant to bring local governance to the process. Why there is any consideration of rolling things back to a system that did not work, and was disliked by virtually everyone except developers looking for carte blanche, is very hard to understand.
Please do not move forward with this change for the worse.
