It is unclear to me how you can calculate a cap on the proposed community benefits charge based on land values at the time of building permit issuance. Who determines the land value at that time? And how would stakeholders know the land value in advance when developing the required development charges study? It also seems to me, as a former city councillor from outside the GTA, that this community benefits charge is proposed to solve a Toronto problem. The problem, as described, rarely, if ever occurs in the rest of the province. Is it really the best way to address this issue?
