The Otter Creek project, the noise specification is an estimate, and the modelled noise levels at nearby homes is an estimate based on an estimate on a new turbine model that has not been fully tested! The MOECC should suspend the technical review and the public comment period until the Otter Creek developers are able to provide, and verify, all the information needed for a proper review and discussion by the MOECC and the public. It is apparent that computer "modelling" for turbines is flawed - especially with multiple turbines interacting with each other. The MOECC has approved projects with ZERO margin of error for weather events such as 1 hour before, during and 1 hour after ANY precipitation event! The MOECC should acknowledged that there are noise issues at low wind speeds below 4 m/s, there are noise issues ABOVE 90% relative humidity, there are issues when the wind gusts, there are issues in the cold winter months. There are issues when the turbines are running below 85% rated power (when they are ramping up and down and being curtailed). The MOECC allowed those working for the wind industry to write the compliance protocol (Aercoustics), which conveniently EXEMPTED themselves/ the wind industry from testing during certain time periods because they know they are out of compliance during these weather events! In Part D, the MOECC allows averaging! This is inexcusable! The MOECC does not enforce the TONAL penalty of 5 dBA where they acknowledge issues!!! So what happens if these turbines in Otter Creek turn out to be TONAL? Are you going to HARM these people like you are HARMING the people in the K2 project? There are problems with existing project sited too close to homes. The MOECC should focus their efforts on existing failures in the system that are destroying people's quality of life and health.....like in the K2 Wind project - a Samsung project - Pattern Energy, Capital Power with Siemens turbines! The MOECC needs to change the compliance protocol to protect PEOPLE instead of their "client" the wind industry! The MOECC need to stop all wind project development until they fix the problems they have created by allowing placement too close to homes. The power is not needed!
