After reviewing the draft regulation it is apparent that there needs to be more detail regarding how collection event requirements are determined.
As it is currently written, there seem to be the possibility of 4 hour collection events completely replacing depot based collection in certain areas.
If the requirements for number and type of collection site are managed on an Ontario wide basis, certain areas may not receive enough permanent collection sites.
It is recommended that the number and type of collection sites be determined using the suggested population system, AND that a minimum number of these collection sites remain a requirement even if 4 hour collection events are utilized as well.
