Through Bill 108, the amendments to the Planning Act, the Town’s inability to charge a CBC if parkland has been collected on lands would have a financial impact on other core infrastructure such as community centres, libraries etc that are essential to supporting the development of complete communities.
The Town is particularly concerned with this in a gereenfield context where parkland sites have been conceptually identified through the Secondary Plans and are intended to be secured through the development process. This is no way eliminates the need for other public service facilities to support a new growth area as set out in Provincial policy. Without the ability to use a CBC in this context, the cost of providing such facilities will be borne by the Town and its ratepayers or the services will not be provided.
