These comments are submitted on behalf of the Corporation of Loyalist Township pursuant to Council Minute 2007.20.11 Loyalist Township is in general agreement with the purpose and context of the policy statement, recognizing that demographic and economic growth in the province dictates the need for an integrated and holistic approach to resolving the challenges presented by waste management. Loyalist Township agrees that we all have a role to play in contributing to the provincial goal of 60% diversion from disposal and that environmental protection is a shared responsibility. Having said this, Loyalist Township offers the following specific comments: Section 2.2 TimingThe policy statement rather arbitrarily defines large municipalities as having populations over 100,000 and small municipalities as having populations under 100,000. Large municipalities are given 2 years from policy statement finalization to have waste management plans in place while small municipalities are given 2.5 years. Many small municipalities have, in fact, much smaller populations than 100,000 and may have significant fiscal constraints that can limit their ability to meet the deadline. Loyalist Township believes that small municipalities should be defined as those having populations less than 50,000 and these be given a 3-year window in which to develop waste management plans. Section 3.4 Present waste generation trends and waste management practices and systems The policy statement requires a description of the current solid waste management system including amounts of waste diverted, disposed of, residual materials generated and information about treatment and disposal facilities. Along with references to Waste Diversion Ontario and Municipal Performance Measurement Program reporting requirements the policy statement should recognize and include some appropriate reference to the annual reports that are required by the Ministry from municipal owners of landfill and waste disposal sites.
