Building permit reviews require consultation and interaction with administration, planning and public works. Within a two tier system, many counties/upper-tiers provide planning services to local municipalities, and it may be also worth considering having the responsibility for building services rest at the upper-tier level. The current planning model works well for many two tier systems, with planning staff who attend local offices. Building services delivered by the upper tier provides the opportunity for greater capacity, and would complement the existing planning services models.
My concern about a provincial authority is that they would not be participants on the ground to interact with the other departments, which is required when looking at road access, grading, service connections, as well as conferring with planning staff on zoning and official plan.
