As long as this process is handled by competent, and fully trained professionals from the Industry and not by political cronies I think the concept is sound.
Safety and not cost should be the first consideration.
What appears to be the norm recently is large corporations and prominent people flouting the law as it suits them and without consequence.
If the regulations are contravened then there should consequences for those who do not comply.
With all of the office technology available today there is no reason for the process to be lengthy.
If the problem is a skilled labour shortage then hire and train more personnel.
