There are two main issues with the HWIN reporting:
1) In construction it is almost always a race to the bottom when it comes to pricing as owners/consultants usually want what costs less and not what costs more. To remain properly in compliance with all required reporting as well as safety requirements in Ontario costs money. With this in mind, many contractors that do not follow the rules can have a lower price when competing for contracts and, thus, those working hard to 'do it the right way' have no monetary incentive to 'do it the right way' other than the fear of a find. How can you help the honest contractor when so many are not following the rules? We can put in place all the legislated requirements that we want, but what it comes down to in the end is the last link in a long chain of individuals and when that minimum wage labourer in an auto body shop decides to take a bucket of liquid containing cleaning products and just walks over to a storm drain to dump chemicals into the sewer, what is this all for?
2) When I read the words "cost-effective", going "digital" and implying the need to go paperless I cannot help but feel like I am being lied to if only for the simple fact that it really just means that the government will no longer supply the printed version of documents and therefore downloads those costs now on the small business owner as we are required to keep paper copies of all business related documents. Going green, when it comes to business, just means that costs are being downloaded onto the small business owner. If the government stands to save money with this new initiative why doesn't the government offer small business owners financial reward for completing digital reporting etc.?
