Since the proposal includes "the Local Planning Appeal Tribunal and the Minister, when making a decision about issuing or refusing a licence, cannot impose conditions requiring agreements between municipalities and aggregate producers regarding aggregate haulage.", who would pay for the additional wear and tear by the haulage trucks on municipal roads used by the municipality's residents?

If it is assumed that the new aggregate extraction will have a direct economic benefit to the municipality where the added income would cover the cost of road repairs or upgrades, without taking away from other municipal cost responsibilities, what is the link to the independent economic study that shows that?
