In the proposed regulations, the existing class 5 and 6 products will be grouped as Class D. Under the proposed licensing changes, the consultation document suggests "As a result of reclassification, Class D and would include both Class 5 and 6 pesticides. It is proposed that vendors would require a licence for the sale of Class D pesticides, not including personal use insecticides and rodenticides."
Please note that right now, Class 5 pesticides must be sold by licensed vendors but class 6 do not. Class 6 include pet products, like flea and tick collars, shampoos, spot-ons and sprays, that are sold in retail pet stores like PetValu and PetSmart. These retails stores have hundreds of locations in Ontario and cannot all be licensed for sale of these products. If licensing is required, the pet product market will be severely disrupted unnecessarily. Therefore, please consider the current classification and licensing situation and grant an exemption for pet products under the new regulations.
