I strongly believe a moratorium is NOT enough. All current bottlers of Ontario's water should IMMEDIATELY be required to pay the local or provincial government permitting them to do so a MINIMUM of ten cents per litre of water extracted from either ground or lake. The money so raised should be directed ONLY into a fund whose sole aim is the pollution-free recycling of plastic containers.
