Thank you for the opportunity to provide feedback to purchase 1m radar detection units, which can detect the distance between a motor vehicle and a plain clothed police officer riding a bicycle. The unit has been deployed in Ottawa to educate road users about the law, and to issue tickets. Ottawa has also worked with police forces across the province by mailing one of their units out for testing in other municipalities. The Province should also play a role in supporting police enforcement of the 1m law, by supporting the use of innovative technologies and promoting these enforcement techniques to policing leadership

Promote Cycling Awareness and Behavioural Shifts

o We applaud the province for taking action on comprehensive cycling education standards and enhanced instructor support. This is crucial for increasing cycling rates and goes hand in hand with the infrastructure investments being made o We are unclear on the role of the Ontario Cycling Coordination Committee and seek further feedback from the province on the role of this committee, it’s composition, etc. o To oversee these promotional efforts, and to facilitate the implementation of CycleON and related cycling and walking policies and programs, the Province should look at establishing a full time position focused on active transportation, ideally at the Assistant Deputy Minister level

Increase Cycling Tourism Opportunities

o We are pleased to see the inclusion of a Cycling Tourism Trails Infrastructure Fund, which will support the growth of cycling tourism and help communities leverage the economic impact of cycling tourists

o In addition to investing in the construction of trails and cycling tourism infrastructure, the Province should invest in the non-profit organizations that have been leading and sustaining this work. Across the province, cycling tourism asset development is frequently led by local and provincial non-profit organizations. This crucial sector development work is continually at risk of coming to an end without sustained annual partnership funding o As part of CycleON Action Plan 2.0, the Province should collaborate with sector partners to articulate what’s next for Tour by Bike: Ontario’s Cycling Tourism Plan
