I completely disagree with changes that would allow for a spring bear bunt. Although I understand that there will be penalties for hunters who kill mother bears, those penalties will not help the cubs after the fact. Mistakes will definitely be made, killing mother bears and leaving the cubs to starve to death. Not only is this immoral and horrifying, it will reduce the number of legally hunted bears overall, thereby reducing your bottom line anyway.
