The attached letter is being sent to express opposition to the proposed Environmental Compliance Approval (ECA) for an anaerobic digester facility at 633 Coronation Drive, Toronto, ON.

The West Rouge Community Association (WRCA) represents approximately 10,000 residents in southeast Scarborough, an area home to abundant green spaces, responsible development, and a strong connection to the natural environment.

The WRCA is concerned that there has not been enough public consultation regarding the proposed ECA. While we appreciate that the commenting period has been extended through to June 23, 2020 we feel that a further extension is required as a result of the COVID-19 pandemic. During this challenging time for many residents, development applications are not front of mind, and as such, broad community awareness and feedback about the proposal is not likely to occur.

In addition to the extension to the commenting period, the WRCA is requesting that a public information meeting be held in consideration of the size and capacity of the proposed anaerobic digester facility. It is our understanding that the proposed facility will be the largest of its kind in the Province, and as such, it will certainly impact a number of communities in southeast Scarborough. A public information meeting will help ensure that residents are aware of the proposal and will provide an appropriate venue to hear and receive feedback from the community.

Lastly, the WRCA is concerned about the potential truck routes to and from the proposed facility. At this time, the truck routes for the facility are unclear, but what is known is that the volume of daily truck trips will be significant. Further, these trucks will be full of waste as they travel to the facility. The WRCA formally objects to a truck route along Port Union Road as the road does not have adequate capacity to support additional traffic as there is only one northbound lane. The WRCA is generally concerned about truck traffic from the perspective of pedestrian safety, noise, odour, and pollution. The truck routes to and from the proposed facility need to be made clear to the community in order to allow residents to understand the impact the facility could have on our neighbourhoods.
