This is a great step forward for sanitary sewage, but a giant leap backward for stormwater.
Stormwater is like the neglected step-child of of municipal works. It already lacks funding and planning. Allowing works to be altered without control or planning removes the only protection that exists within the industry.
Stronger, more enforcable conditions are required for stormwater, along with a comprehensive compliance component.
