Thanks for the opportunity to comment. Comments are included in the WORD files as requested. Some Questions/Comments:

1) Can a municipality opt out of the ECA process. If they do, how are things approved? Must they still implement a monitoring program, etc.?

2) What fees can municipalities charge to process applications/reviews under the proposed new ECA process?

3) Will MECP produce an implementation guideline or guidelines to assist with reviews, monitoring, etc? Provide examples etc.
