Harvesting wild raptors for a sport that can use captive-bred birds instead is ridiculous. I have worked with both captive-raised and (injured) wild raptors and, while there is a difference in their behaviour, that difference does not warrant taking a top predator out of its habitat and niche in the natural world just to satisfy a need to work with a different temperament or species. Our raptors have been persecuted for as long as anyone can remember and, now that some of their numbers are increasing, we think we can start harvesting them? Come on. It's time for humans to stop thinking that we should be mastering things and instead be stewards of our lands and wildlife instead.
