The proposal says that municipal approval of a water taking for the purpose of bottling will help further protect water resources. How specifically is this achieved? A municipal decision is expected to be based on factors other than science-based ones.
If an aquifer source is beneath more than one municipality then presumably more than one municipal approval would be needed. Is this correct? If a company proposes a second water-taking in the same municipality and the combined taking exceeds the threshold, does it matter if the takings are from different aquifers?
Overall the proposal would create more red-tape without any stated benefit to water resource sustainability.
