Moving toward a producer responsibility model is not the right approach to improving waste management and diversion. This will increase consumer costs, burdening families and households instead of the producers. Recycling in Ontario is already imperfect, this approach will only make it worse. Incentivizing proper recycling, providing producer incentives to make their packaging environmentally friendly and/or penalizing producers who do not comply with packaging regulations would lessen the burden on households in Ontario. With fresh food being unattainable for a significant portion of the year, many households have to turn to packaged goods to put food on the table. This approach penalizes these households and does nothing to encourage proper recycling among all households and businesses.
