I strongly disagree with the approach to have Butternut Health Assessments conducted by individuals who have not taken the Butternut Health Assessment course. What basis is there to ensure that these individuals are completing the assessment accurately? What actual improvement would this make in the "cost and burden" for proponents, aside from allowing for less stringent assessment and in turn greater opportunity to kill or harm Butternut? Arborist training does not include the assessment of Butternuts.
