1. Thank you to the Province of Ontario, RPRA, M3RCs, and the Producers, for their dedication and hard work that was required to create this draft regulation. We appreciated the opportunities to provide input prior to the creation of this draft regulation as well as this opportunity to comment.

2. Loyalist Township agrees with the recommendations presented in the letter sent on November 30, 2020, to Jamelia Alleyne, Ministry of Environment, Conservation and Parks, by AMO, the City of Toronto, the Regional Public Works Commissioners of Ontario, and the Municipal Waste Association.

3. Amherst Island is located to the south of the mainland of Loyalist Township in Lake Ontario and is serviced by a Ferry. The residents of Amherst Island deliver their recyclables to a recycling depot that is located within Amherst Islands Waste Disposal Site. It is critical that producers maintain the current level of service for the Island residents and that the recycling depot remain on Amherst Island. Moving the depot to any other location would be a decrease in the level of service. We are also concerned about the many seasonal residents that only visit Amherst Island on weekends. If the producers were to offer curbside collection it would be difficult for the seasonal residents to place their materials out on collection day.

4. The regulation requires producers to implement a promotion and education program during the period beginning on January 1, 2023 and ending on December 31, 2026 and disseminate prescribed information to each eligible source. Since Loyalist Township, together with other eastern and northern Ontario municipalities transitions in 2025, a schedule should be developed that ensures the promotion and education program for these municipalities is disseminated at a minimum 6 months in advance of the actual transition date for each municipality recognizing the importance of the requirement to promote and educate and the need to reinforce, for residents, the changes from municipally operated Blue Box recycling systems which have been in place for many years.
