Hello, in regards to this application please consider the following points and confirm how these items will be addressed:

1 - Quiet areas such as the residential properties within range of 8830 Parkhouse Drive typically experience maximum noise levels of 40-45 dBA (as indicated in NPC-300), and are considered a Class 3 area (NPC-300) where background noise is dominated by the natural environment and there is no clearly audible stationary source of sound. Documented noise levels of sources such as front end loaders, graders, and trucks have sound levels between 80-88 dBA at the source (Holland & Attenborough, 1981). Propagation of noise from equipment commonly used for above water level aggregate operations has been modelled to exceed 60 dBA at 500m (Environmental Assessment Office, British Columbia, 2019) and thus exceed acceptable noise levels as documented by the MOE.

How does the applicant propose to ensure that sounds levels fall within an acceptable range based on the requirements laid out in NPC-300?

2 - The Ontario Ministry of Environment (MOE) Noise Pollution Control guideline (NPC-233) requires new proponents of noise, including aggregate operations (property owner of 8830 Parkhouse Drive) to provide assessment of acoustic environments (noise impact assessment/analysis) and ensure adequate noise control measures are in place for new sources of stationary noise. Consideration of noise impact to a community resulting from zoning changes is also required through the Ontario Planning Act. The Environmental Protection Act (EPA) considers noise a contaminant.

Please confirm that the applicant has completed a noise assessment, and that its result indicates that the proposed operation will not create 'noise' as a 'contaminant'.
