For new facilities coming into existence in the near future and who are presently under construction will the Ministry/EPS Program allow engineering estimates to calculate their emissions for the year they will be operational. By allowing this the facility can be registered sooner than later in the program and it will not loss the transitional year for registration. This would be helpful for these facilities as they already have forecasts of what their fuel consumption will be when they will be operational.
