Please remember that is country is a democracy. Giving the MMAH 'the authority to zone and thereby control the use of any land in the province' smacks a bit of imperialism.
We are not fooled by your stated uses of MZOs:
to help overcome potential barriers or delays to critical projects (e.g., to speed up planning approvals for long-term care homes and affordable housing projects).
and casinos on protected wetlands, and gravel pits to build unwanted highways, and glass factories etc etc.
