Many projects we are carrying out in the transit sector require relocation of Enbridge pipes and infrastructure to accommodate rail reconfiguration, grade separations, LRT guideway construction or subway station excavations.
It is frequent that these relocations meet the threshold of $2 million to require the Leave to Construct from the OEB, while not materially affecting the Enbridge network (as our intent is always to replace and maintain network function in a "like-for-like" manner).
Metrolinx projects would benefit from being able to manage these relocations in a more timely manner by having these individual works not require additional time be allocated to an external approval process when the work does not materially affect or improve the performance of Enbridge's network.
I offer my support to raising the threshold to more accurately reflect the difference between minor and major capital works on Enbridge infrastructure.
