This comment is in reference to the invasive plant portion of this proposal as this is a topic I am comfortable commenting on as a current CCA-ON. I think these rules and guidelines are logical and reasonable for people to carry out. My only comment is around enforcement. I know it is not feasible to inspect and monitor all watercraft being placed into and removed from waterbodies in Ontario, but could it be considered that all boats launched and removed from waterbodies at provincial parks, provincial boat launch areas and other areas that are not private property be inspected by government officials ? (I am not sure what the roles are here in Ontario, if they are park rangers or if it could be trained people hired to monitor this?). I have faith in the public to follow the rules and guidelines, but as you know many people do not follow the rules, do not know they are in place or why, or do not think they apply to them. Ensuring people who are using their privilege of accessing waterbodies in Ontario must also assume the responsibility of making sure the wildlife and ecosystem are preserved and maintained; included not introducing or transferring invasive species.
