I have reviewed the proposed changes and like that they provide more flexibility for drinking water and wastewater system owners during a pandemic or similar sustained emergency event.
Here are my comments for consideration.
Under the section 4: Allow owners and operating authorities to temporarily employ certain knowledgeable, experienced, but non-certified personnel to operate a drinking water subsystem to help ensure its continuity of operations in emergency situations.
Change from:
Licensed Engineering Practitioners (e.g. Professional Engineers)
Change to:
License holder with Professional Engineers Ontario (PEO) as Professional Engineer (P.Eng.), Limited Engineering License (LL, LET) or temporary license
Change from:
Certified Engineering Technologists or Technicians with at least 3 years of experience working in the type of drinking water subsystem to be operated
Change to:
Certified members (C.Tech., A.Sc.T., C.E.T.) of the Ontario Association of Certified Engineering Technicians and Technologists (OACETT)
