I don't think there is sufficient evidence that the Cap and Trade program was not drive results to mitigate climate. As a economic policy, carbon tax is the answer.
The program should be reinstated and the green rebates should be available to everyone. These incentives were key in driving awareness and promoting everyone to lower emissions. The EHVIP in particular was very successful and should be open back up. Its not fair for those who were trying to get the rebate, be left without it. All the rebates should be open for qualification up until a legal decision has been made to allow the scrap of the Cap and Trade Program. Any individual in limbo should be eligible for the EVIP, either after the cancelation, during the entire wind down period and as of now, until the full legal process of public commenting as ended.
