In a time when it is most important to protect the natural environments surrounding municipalities WHY would you make it so difficult for conservation authorities to provide these services and also dump more burdens on municipal government.
Not much thought has gone into this proposal.
Leave well established public areas alone. We've all been shut inside too long and need as many opportunities to breathe in nature.
