My comment is based on experience in working in for Enforcement branch for over 30 years. WMU 48, 65 and a few others have a fine established for failing to submit a Mandatory questionnaire. This has not worked in increasing compliance. Human nature is what it is and hunters forget. It's as simple as that. Adding a financial penalty will not in my opinion increase compliance. It will only increase undue financial hardship on the hunters. I believe that suspending the next years license is enough for hunters to increase or maintain compliance rates. An administrative financial penalty would be only be seen as another government tax grab. And may not be constitutional legal. A penalty issued without due process.
