If we give municipalities too much say in choosing which types of environmental services are offered in their respective jurisdiction, then we will find ourselves with very few approvals. There will always be support by communities to oppose most ECA related activities and local council members will have their hands forced. Zoning already gives municipalities a say in what activities happen in different areas of the city. Why do we need duplication to this process? If an ECA application meets the criteria of the locations zoning, then additional approval should not be necessary.
