If it is not viable, and the project does not proceed, the mine production closure plan would not be required, resulting in the removal of the costly development of a closure plan."

So if I understand correctly, if a project does not proceed, there is no closure plan required. This sounds as if potentially destructive activities would be allowed without having any sort of mitigation plans in place. To me, this is not a good idea.
