Why can’t 91 or 92 wmu bow…

Why can’t 91 or 92 wmu bow hunt during a controlled hunt? If we wear orange during the gun season and follow all laws what’s the problem. Bow hunters are more Ethical hunters and we participate in fair chase. Muzzeloader hunting during the peak of the rut and being able to shoot 150 yards isn’t really fair chase hunting. Regardless I would rather be in the woods with muzzleloader s going off then shotguns. Muzzleloaders have a straight projectile, shotgun pellets richet and bounce. Thanks - Tyler
