Cap and Trade should not be scrapped. It is just coming online. At least 10 years should be given to see if it works. There is no need to developed ANOTHER plan. Scrapping it is going to cost a ton of money, and leave us with nothing to replace it. If you are real conservatives you would value a healthy thriving ecosystem. That is what we expect.
