Dear Sir:

On behalf of Greely Family Farm Inc. and 6980848 Canada Corporation (also known as Sunset Lakes Developments) in the Village of Greely, City of Ottawa, we hereby submit our comments and request for amendment by the Minister of the City of Ottawa Official Plan.

Attached are the details with respect to the request for amendment. It includes comments of a broader nature regarding the City of Ottawa Official Plan 2021 and the Greely Secondary Plan both passed by the City of Ottawa Council at the same time.

At this time we have narrowed our request to two items.

(1) Amend Schedule A to include lands in the southwest corner as shown on the attached mapping.

(2) Amend the Secondary Plan for the Village of Greely to remove the prohibition on residential development in 3.3(17) and add the words “residential uses are permitted with a Municipal Responsibility Agreement”.

These changes are very important to the needs of the residents and businesses of the Village of Greely within the City of Ottawa.

I. Town Centre for Greely – The Ideal 15 Minute Community

The Official Plan and Secondary Plan do not adequately recognize the 15 minute community for Greely. In the new secondary plan a provision prohibits residential development at the Greely Village Centre campus.

The Greely Village Centre campus is the town centre designated by the former municipality in the 1990’s and currently contains the food store, medical, dental, pharmacy and many other key uses. There is a provision for additional commercial uses however there remains 20 acres centered around a beautiful pond beside the regional multi use park. It is ideal for residential development of various types and perfectly designed as the 15 minute walkable community.

There is a state of the art communal wastewater treatment facility operating very well and has additional capacity to handle the residential effluent. This technology is manufactured by newterra Ltd. in Brockville. It has a track record of excellent operation throughout Ontario and beyond. It is being used for residential development under a Municipal Responsibility Agreement with the City of Ottawa in the Village of Carp. It has been installed and has functioned very well in the Greely Village Centre campus for almost three years. The creation of residential development in this town centre will support economic development both in the Village of Greely and in the Brockville area where the additional wastewater treatment facility components will be manufactured.

There is a reliable supply of clean and plentiful well water, but to make this even more compelling there is a municipal water supply running along the entire northern boundary of the property on its way to servicing neighboring towns.

The need and demand for alternate forms of housing in the village of Greely is very high.

As if to emphasize the lack of understanding of the needs of Greely once again, the Official Plan purports to prohibit residential development in the Village Centre campus. This prohibition needs to be removed.

The Official Plan and Secondary Official Plan must reflect that residential be permitted and in fact encouraged at this “Village Centre Campus”.

2. Village Boundary, Greely

1 (a) The recent council approval of the City of Ottawa Official Plan failed to implement an important change of crucial importance to residents and businesses in the Village of Greely.

(b) Below is the required mapping change to the Village boundary.

(c) The Ward Councillor, George Darouze, has consistently supported this change. The original application was filed in 2011 and community support has also been extremely strong, throughout the process.

(d) The concerns of managing the urban area and expansion of urban growth have left this village (the largest in area and population) behind, notwithstanding the dire need for this reconciled boundary.

(e) In the OMB (new Ontario Land Tribunal) decision which ruled although premature in 2016, the municipality was directed “to be vigilant to ensure the health, viability and character of Greely” in the next Official Plan review.

This was not done and needs to be rectified.

(f) There is no lot supply whatsoever in Greely and there are hundreds of families wishing to build a home here. Some of them live here and some grew up here and want to return. Much of the economy is involved with home building.

(g) All of the planning and servicing issues were dealt with at the 2016 hearing and a full set of Draft Conditions and Draft Plan were agreed to between the parties prior to the Board decision and are attached. (See email from Planner Sean Moore attached).

The required change to the Official Plan is to amend the Schedule A mapping to include area “A” (shown in the map of Greely attached) in the settlement area.

In conclusion we seek the following very minor amendments to the City of Ottawa Official Plan and the Greely Secondary Plan which will not be unreasonably denied by the municipality.

(i) Amend Schedule A mapping to include area “A” (shown in the map of Greely attached) in the settlement area and

(ii) Remove the word “prohibited” and amend Section 3.3(17) of the Greely Secondary Plan to “Residential uses are permitted in with a Municipal Responsibility Agreement . . .”
