The proposal lists a number of conservation measures. They are explicitly listed as "proposed for inclusion", meaning not all of them will necessarily be part of a new Canada-Ontario collaborative agreement. In other words, they might as well be optional. As a concerned citizen who has some understanding of the reasons for the reduction in the boreal caribou population, I find this problematic. In particular, one measure, "Conservation Measure: 1.3 Habitat Restoration Assessment Initiative" must not be optional. It is essential that it be part of any new agreement. Habitat loss is the main reason for the decline the boreal caribou. If we are ever going to see an increase in the population of this magnificent species and ensure that they flourish in perpetuity, there needs to be restoration of boreal caribou habitat, the more, the better, and the sooner, the better.
I fail to understand why habitat restoration was not emphasized, and underlined, as essential.
