I am strongly opposed to pausing this regulation. I am highly concerned about the movement of soil, the amount of dump trucks moving 'material' and the inability to get straight answers from multiple levels of government if the movement of material that looks like soil is or is not compliant. You have had enough time to prepare and implement these regulations. The only reason to delay would be because the Ontario PC government wants allow contaminated soil to be moved around in an unregulated manner and put the health and safety of Ontario citizens at risk. This is a regression and completely unacceptable. Further it is a slap in the face to the business who did comply and is a reward for those who did not prepare and/or have not invested/prepared for the change in regulations. If companies are not ready for these changes then they should not be doing business in Ontario. This is not red tape, it is a real cost that must be incurred by the private sector if the are the cause or if they wish to develop on lands containing contaminated soils. Our laws and regulations must be upheld and enforced. In the absence of doing so the health and safety of Ontario citizens is put at risk. The evidence is clear, do your job; uphold and enforce the new soil management legislation. Our laws are meaningless if they are not upheld and enforced. To change the laws now b/c it is too hard to comply would demonstrate yet another example of the PC provincial government catering to private interests at the expense of public health and safety. This would not be governance, evidence or science based it would be a purely political decision that caters to private interests.
