5% of vehicles still fail their emission tests. While that sounds like a small number, there are approximately 8.2 million light vehicles on the roads in Ontario, that means approximately 410,000 vehicles are polluting our air. That's a significant number. With the program, if a passenger car fails the emission test the owner must repair / address the issue, without the program there is no incentive or requirement to get those polluters off the road, that 5% will surely climb and the result will be a raise in air pollution again.
Saying it will be enforced through "improved on road enforcement" is vague and insufficient. How will this be done? You are putting the healthy of Ontarians at risk.
