I am very happy to hear that this program is gone. The fact is, it really does nothing. The test used to be a driving test which required a dynoamometer of sorts. The target speed was just over 30 Km/Hr. Then the test was changed to a two speed idle test. And now changed again to basically a check engine light.
I have had a check engine light come on my 2014 Dodge ram Ecodiesel from basically brand new. The engine light was for various things one of which included a day when it was just cold and wet (fall weather). The truck would run fine and sometimes the light would take care of itself and go away. Fact is the truck was running great with no issues. However, if the light is on, technically it fails emissions. Now mind you I have not had to take the truck for emissions testing since it is new, but I anticipated that it would be a future irritation.
The fact is with the cost of gas prices and that pretty much all vehicles are OBD II and eventually OBD III, it doesn't pay to have a vehicle not run optimally. Some vehicles go into limp home mode if not running properly. Therefore, you are forced to get it fixed. So the test every two years is irrelevant and just costing tax payers time (time I have to book to schedule a test) and ultimately we pay for it with taxes. Since vehicles 1987 and older qualify for historic plates and are therefore exempt from testing, the window of vehicles targeted by the program (1988 to 1995 or OBD I vehicles) are for the most part no longer on the road.
