I am a home owner in Ottawa, Ontario. I strongly object to Bill 23 (the More Homes Built Faster Act). This Bill, associated Act and proposed consequential changes to other Acts and Regulations, including the Development Charges Act will exacerbate an already terrible affordability crisis for my young fmaily and hundreds of thousands of families like mine. The proposed changes to the Development Charges Act will effectually prevent the City of Ottawa from holding developers responsible for the significant cost associated with residential growth, thus placing the onus on current tax payers like myself to foot the bill for homes that we will never live in, while at the same time lining the pockets of already wealthy developers. Growth must be funded by growth, otherwise, shoddy and underfunded planning will lead to unsustainable new communities that will cost much more in the long term. If growth is not funded by development charges then my already high taxes must be increased to pay for it. How is that fair? Additionally, the City of Ottawa has already thoughtfully considered the amount of housing the will be needed over same time span in which the Ontario Government proposes to build 1.5 million homes, Ottawa has determined the number of homes to be approximately half of the amount imposed on the City by Bill 23. Who will buy the excess homes? Who will build them? Where will the materials come from? It is clear that the Ontario Government has not fully considered the impacts of Bill 23 on Ontarians, the sustainability and financial viability of municipalities, and the environment. If Bill 23 is made law this will be another massive embarrassment for Ontarians.
