It's a false narrative to assert that dealing with the housing shortage must come at the cost of the greenbelt. The value of the greenbelt is the specific areas it protects, it's not as simple as removing land here and adding it there.
The housing shortage results not from a lack of space, but from a lack of density in existing urban areas.
Don't touch the greenbelt unless you plan to expand it. To solve the housing shortage, better to build higher density dwelling units supported by more robust public transit.
The solution to the housing shortage is simple, yet the powers that be would rather cater to the financial interests of developers than to tackle the core problems.
