I am horrified by this proposal. The purpose of the Greenbelt is to protect the designated areas and habitats for the future, not to provide a convenient source of land for developers who won't look beyond their own bottom lines. If we want to be a "world class city," we need to plan like a city, not an overgrown village. Yes, we need more housing, but that housing should be taking the form of greater density, not an even larger footprint. Is Barcelona a world class city? Yes! (population density: 16,000/sq km). What about Paris? Why yes! (population density: 20,000/sq km). And, closer to home, there's New York City. Yup! (population density: 27,000/sq km). What about that great metropolis: Toronto? Well... it does take up a lot of space, but it's kind of lacklustre. Maybe because it's so empty!! (population density: 1050/sq km). Leave the land alone and build in and up.
