All this proposal will do is pad the pockets of developers, allowing them to spend and plan less and providing municipalities with fewer tools to make meaningful improvements to quality of life in built-up areas.
As the owner of a privately owned public space, I am concerned that I will be negatively impacted by this proposal and forced to enter into an agreement to my financial detriment at the benefit of a large, wealthy developer.
