Doesn't go far enough and goes too far all at once : triplexes are good, ripping up conservation authorities are bad. Shuffling the greenbelt is bad.
Japanese style zoning where the zone types are centralized at the provincial level and inclusionary of lower uses would help, as would requiring municipalities to plan for 2x the population target so that they can't get around growth planning requirements by upzoning land that's unlikely to be redeveloped....
Limiting development charges is a back door tax hike to existing taxpayers.
